Observer

 

Observer is the status of an election commission member designed to guarantee the transparency of the elections. Unlike CWDV and CWCV, an observer is not a member of the election commission, but enjoys the status similar to that of a CWCV. An observer is appointed to precinct or territorial electoral commissions by a candidate or a party.

Observers are allowed to be present in the commission only during the election days, from the moment the commission begins its work until the higher commission approves the election results. Observers can review the commission's documents, including those of lower-level commissions, and request certified copies but do not have the right to handle them.
