Commissioner with a consultative vote

 

Unlike commissioners with a decisive vote, a member of the commission with a consultative vote (CWCV) is not involved in the organization of elections. However, CWCVs may participate in commission meetings prior to the election day.

Commissioners with a consultative vote are appointed to the commission only for the period of particular elections and can be nominated only by a candidate or an electoral association participating in the elections. CWCVs may examine the documents of the commission and request their certified copies. Commissioners with a consultative vote are not entitled to process the documents of election commissions. CWCVs do not have the right to vote on commission decisions. In all other respects, CWCVs have the same rights as members with a decisive vote.

For a long time, the CWCV status was highly popular among independent observers because it did not require prior registration with the election commission for observation, unlike the observer status. The CWCV status allowed to effectively monitor the voting process by recording and preventing violations. However, legislative amendments adopted in 2022 abolished the status of CWCV in territorial and precinct election commissions.
